Demobilizing in port.  Healy will normally moor at 0900 on the last day of funded science; however, this time may be delayed for many reasons, be flexible.  The departing science party may use laboratories, berthing, and the galley until noon the day after the last day of funded science.  Unless agreed to by Healy’s Marine Science Officer, by 1200 on the day after that last day of funded science, all luggage, science equipment, and samples must be offloaded or properly packed, marked and stored in the hold if it will be offloaded in Seattle.  Please read “Offload in Seattle” to learn more about Healy’s offload policy.  The Chief Scientist must ensure that all luggage and equipment that is departing be clearly marked with color coded tape to reduce transfer errors.  Persons may not leave the ship until they have completed the check-out process.  Persons who are members of both the disembarking and oncoming science party may remain aboard using berthing and the galley when Healy is in a port other than its homeport of Seattle.  Persons remaining aboard for this reason are not guaranteed the same stateroom and may be required to move staterooms. 

Offload in Seattle.  Whenever Healy returns to Seattle for two or more weeks, an offload will be scheduled, typically starting the first full working day after Healy’s arrival in Seattle.  A standard offload is a three day period determined in advance by the ship as soon as the operating season schedule is finalized.  Depending on the number of missions serviced by the offload, it may be one day shorter or one day longer.  During these days the MST’s will offload, or arrange for the offload of, all properly packed and labeled boxes and equipment as well as any science vans.  Prior to the offload the MST’s will help move large pieces of equipment and will help palletize properly packed and labeled items.  It is the science party’s responsibility to pack and label all boxes and equipment as well as to make shipping arrangements for all items.  The Chief Scientist of each mission involved will provide a summary of all planned shipments from the HEALY to the Marine Science Officer at least one week prior to the offload.  The Marine Science Officer will coordinate the offload of vans and large pieces of equipment so that they can be loaded directly onto waiting trucks arranged for by the science party.  The MST’s will offload all other items to the pier and provide forklift support on the pier.    Unless prior arrangements are made with the Marine Science Officer, all science party items must be removed from the pier by 1600 on the last day of the offload.  Normally a small number of berths can be provided to science party members who have been designated to help with the offload.  Arrangements for this must be made well in advance with the Marine Science Officer.  If there is a desire to conduct an “offload” at a port other than Seattle, the “Demobilization in port” policy will apply.

Mobilizing in port.  If coming from sea, Healy will normally moor at 0900 on the day of mobilization (this time may be delayed for any number of reasons, please be flexible.).  The oncoming science party should anticipate being able to begin boarding approximately one hour after mooring.  If Healy is already in port, the oncoming science party may board after 1600 local time on the day prior to the first day of funded science; however, no services will be available to the science party prior to 0800 on the first day of funded science.  Science party members will have access to berthing, lab spaces, working decks and the dining facility (galley) beginning at 1600 the day prior to the first day of funded science, but no weight handling equipment will be operated and no set up assistance will be given until 0800 on the first day of funded science.  After 0800 on the first day of funded science, any safety concerns with the lab set up noted by the crew will need to be addressed by the science party before the ship departs port.  If an oncoming science party is boarding Healy on the same day that a demobilizing science party is leaving, then the oncoming science party may not use laboratories, berthing, and galley until after 1600.  The Chief Scientist must ensure that all luggage and equipment that is arriving be clearly marked with color coded tape to reduce transfer errors.  Healy’s departure time from port on the day of mobilizing will normally be one hour prior to sunset, but no later than 2000, unless otherwise requested from the Chief Scientist and agreed to by the Commanding Officer at least two weeks prior to the first day of funded science.  Changes to the departure time are always subject to port and tug availability.  A required attendance training session for the entire science party will be provided on the day of departure.  The ship will conduct man overboard and abandon ship drills within the first two days at sea; all members of the science party will be required to participate in both drills.

Onload in Seattle.  Before Healy departs Seattle after being in homeport for at least 2 weeks, an onload will be scheduled.  A standard onload is a three day period determined in advance by the ship as soon as the operating season schedule is finalized.  Depending on the number of missions serviced by the onload, it may be one day shorter or one day longer.  Online shipment forms must be submitted for all arriving shipments regardless of delivery method.  (Please include things hand carried by the science party.)  All equipment and vans weighing more than 3 tons must arrive during the onload.  All other shipments must arrive prior to 1200 on the last day of the onload unless they will be handcarried onboard by members of the science party.  Science party members are strongly encouraged to schedule shipment arrivals as close to the beginning of the onload as possible.  Space in the receiving facility in Seattle is limited and must be shared between different missions being serviced by the onload.  Shipments are stored in the facility at the risk of each shipment’s owner.  The facility can accommodate both hazmat and non hazardous shipments.  Hazmat must be shipped in accordance with all standard hazmat shipping requirements including the appropriate MSDS(s).  All boxes and equipment must be palletized whenever possible and clearly marked for delivery to HEALY.  Each box or piece of equipment must be marked with the designated colored tape for the appropriate mission(s).  The Marine Science Officer will coordinate the onload of vans and large pieces of equipment so that they can be loaded directly off delivery trucks arranged for by the science party.  The MST’s will load all other properly packed and labeled items from the pier or the receiving facility into Healy’s cargo holds and provide forklift support on the pier.    Normally a small number of berths can be provided to science party members who have been designated to help with the onload.  Arrangements for this must be made well in advance with the Marine Science Officer.  If there is a desire to conduct an “onload” at a port other than Seattle, the “Mobilization in port” policy will apply.

Demobilizing at sea.  Healy will normally begin demobilizing at sea at 0800 local time or sunrise, whichever comes later and/or when the weather allows.  If demobilizing is incomplete at sunset, ship to shore transfers will be suspended until 0800 local time or sunrise, whichever comes later on subsequent days.  The departing science party may use laboratories and berthing until 0800.  The Chief Scientist must ensure that all departing luggage and equipment be clearly marked with color coded tape to reduce transfer errors.  By 0800 of the demobilization day, all science equipment and samples not leaving the ship until Seattle must be properly packed, marked and stored in the hold; everything leaving the ship must be staged in the helicopter hangar.  Please read “Offload in Seattle” to learn more about Healy’s offload policy.  Persons may not leave the ship until they have completed the check-out process.  The departing science party may use the galley while still aboard.

Mobilizing at sea.  Healy will normally begin mobilizing at sea at 0800 local time or sunrise, whichever comes later and/or when the weather allows.  If mobilizing is incomplete at sunset, shore to ship transfers will be suspended until 0800 local time or sunrise, whichever comes later on subsequent days.  The oncoming science party may use laboratories and berthing after the noon meal.  The oncoming science party may use the galley at the first meal served after arriving.  The Chief Scientist must ensure that all arriving luggage and equipment be clearly marked with color coded tape to reduce transfer errors.  A required attendance training session for the entire science party will be provided on the day of departure. The ship will conduct man overboard and abandon ship drills within the first two days at sea; all members of the science party will be required to participate in both drills.

 

Notes: 

  1. Healy may deviate from this policy based upon the unique needs of the mission.  The Chief Scientist must communicate these unique needs early and often during the pre-deployment preparation.
  2. Healy’s working hours are 0800-1600 while in port for mobilization, demobilization, onload, and offload.
